TPV stands for "Toute Petite Voiture" — "Very Small Car" It was a prototype built in a small series of about 250 cars.
Citroën decided not to built the car and destroyed the series. Very few survived (around 5), this is one of it.
The Citroën 2CV was developed out of it.
