This is the Bugatti T41 Royale Coupe Napoleon, chassis no. 41.110, the first Bugatti Royale. It was
Ettore Bugattis peronal car and kept hidden during WWII to avoid being commandeered by the Nazis.
In the early 60s it was sold by the Bugatti-family to the brothers Schlumpf
